Here's a thought. Instead of encouraging anyone to come here, maybe TTB could hold back for a year or two. It's not like people don't know about the area.

The problem is that the market is so distorted here and there's no room for expansion.
No local employer is going to pay enough to compete with a remote worker getting mid-six-figures a year.

Just stationing a police car on the pass would pay for itself in a week.
The mask is to protect other people, not yourself.
Sadly, many people don't seem to care about their fellow citizens and would rather not mask up because they feel it somehow impinges on their right to hurt people.
This is not a surprise to anyone walking around town. Go in into Smith's or Albertson's and half the tourists are wearing their masks below their mouth. And there's not a lot of social distancing going on.
Plus, plenty of that Wyoming "there's no such thing as a virus!" attitude.

I've had enough of ill-trained (or untrained) pets on flights masquerading as ESAs.
I get that nobody wants to pay pet fees. We have a dog and it's expensive. But at this point the system has been abused to the point where there needs to be something better in place.
Tourists like those described in the article are why we can't have nice things.
